Proceedings

This page records the sittings of the Network Assembly of the Velocity Interoperability Network and the motions it has decided, and sets out the calendar of sittings for the remainder of 2026. It is maintained by the Office of the Clerk and updated on the working day after each sitting, when the Official Record of the sitting is published.

The record begins with the Preparatory Convention, at which the delegates-designate met in five sessions between 18 August and 4 September 2026 to settle the Standing Orders, the committee structure and the arrangements for the Chamber. The Convention's decisions were provisional until confirmed at the inaugural sitting on 6 September 2026, and are included here so that the record of the Assembly is continuous from its first meeting.

The narrowest decision of the period, on the pattern of sitting weeks, followed a debate in which delegates from the smaller member constituencies argued for monthly sittings of a full week in order to reduce travel. The Convention agreed instead to fortnightly sittings of three days and asked the Procedure and Privileges Committee to review the pattern before the end of the first session.

Sitting calendar. The Assembly sits in fortnightly sitting weeks of three days, from Tuesday to Thursday. Sittings open at 10:00 and rise at 18:00 unless the Assembly resolves otherwise. The business shown for each week is indicative and is confirmed in the order paper published on the Friday before the sitting week.

The Official Record. The Official Record is the verbatim account of what is said in the Chamber and the authoritative account of what is decided. It is prepared by the Editor of the Official Record and published on this site on the working day after each sitting. Written questions tabled by delegates and the answers given by departments are published with it. Corrections to the Official Record may be requested in writing within five sitting days of publication.

Every sitting is open to the public; admission arrangements are set out on the Attending Sittings page. For the progress of measures through the Assembly, see Legislation; for the order of business on a sitting day and the rules of debate, see the Standing Orders.
