Members and Delegations
The Network Assembly of the Velocity Interoperability Network has 84 seats. Sixty are held by delegates elected by the member organisations of the Velocity Interoperability Network; twenty-four are reserved for delegates elected by its citizens. This page describes how the seats are allocated, who holds them and the officers who serve the Assembly.

Member constituencies. For the election of delegates, the 312 member organisations of the Network are grouped into twelve member constituencies of five seats each. The Member Registry assigns each organisation to one constituency: organisations whose principal activity falls within one of the four sectoral constituencies are assigned to it, organisations with fewer than 50 registered staff to the small members' constituency, and every other organisation to the constituency for its principal site.
Each organisation in a constituency may nominate one candidate and casts one vote for each of the five seats. The first election of delegates was held between 11 and 14 August 2026, with results declared on 15 August. Delegates serve for three years and may be re-elected. A delegate who leaves the employment of a member organisation in the constituency ceases to hold the seat, and a by-election is held within two sitting weeks.

Citizen seats. The Citizens' Representation Measure, introduced at the inaugural sitting as Measure 5 of 2026, provides for 24 citizen delegates to be elected in six citizen constituencies, one for each principal site of the Network, by citizens registered at that site. If the measure passes, the first citizens' election is expected in the first quarter of 2027 and will be administered by the Elections Commission. Until the citizen seats are filled, the Assembly sits with its 60 member delegates.

Register of interests. Every delegate declares the member organisation that employs them, any other paid position and any interest in a matter before the Assembly. The register is kept by the Clerk, published on this site and updated within ten working days of a change. A delegate with an interest in a measure or motion declares it before speaking and does not vote on it.
Officers of the Assembly. The Assembly elects its presiding officers from among its delegates and is served by permanent officials appointed by resolution.
- Presiding Officer
- Elected by secret ballot at the inaugural sitting on the first round with 38 of 60 votes. Presides over sittings, keeps order, decides points of order and certifies measures. Does not vote except to resolve a tie.
- Deputy Presiding Officers
- Two, elected by secret ballot at the inaugural sitting. Preside in the absence of the Presiding Officer and chair the Assembly when it considers amendments clause by clause.
- Clerk of the Assembly
- The principal permanent official, appointed by the Preparatory Convention on 25 August 2026 with effect from establishment. Responsible for the conduct of business, the Register of Measures, the order paper and the Office of the Clerk.
- Deputy Clerk
- Deputises for the Clerk, advises delegates on procedure and clerks the Procedure and Privileges Committee.
- Counsel to the Assembly
- Drafts and settles the text of measures, prepares the explanatory note that accompanies each measure and advises committees on drafting. Clerks the Legislation Scrutiny Committee.
- Editor of the Official Record
- Prepares and publishes the Official Record of every sitting and committee evidence session, keeps the audio record and decides requests for correction.
- Keeper of the Chamber
- Responsible for order in the Chamber and the galleries, for the admission of visitors and for the security of the Chamber during sittings.
