Five Measures Introduced at Inaugural Sitting as Register of Measures Opens
Office of the Clerk

The Network Assembly of the Velocity Interoperability Network today opened its Register of Measures, the public list of every measure introduced in the Assembly and its progress through each stage. Five measures were introduced at the inaugural sitting.
The Assembly (Procedure) Measure, which gives the Standing Orders the force of Network law and provides for the Official Record, passed all its stages at the inaugural sitting under the accelerated procedure available for the Assembly's own constitution and was certified by the Presiding Officer as Measure 1 of 2026. It commences today.
Four further measures received their first reading and stand referred to committees: the Official Record Measure to the Procedure and Privileges Committee; the Interoperability Standards (Adoption) Measure to the Standards and Interoperability Committee; the Network Appropriation (Transitional) Measure to the Finance and Appropriation Committee; and the Citizens' Representation Measure to the Legislation Scrutiny Committee. Each committee is to report by Sunday 4 October 2026, and second reading debates are expected in the sitting week beginning 13 October. Anyone may submit written evidence to a committee on a measure before it; the procedure is set out on the Committees page of this site.
